Distinguished District History
The Distinguished District Program was established in the 1969-1970 Toastmasters year. Each year, districts are evaluated based on the achievement of four Critical Success Factors (CSFs). These factors reflect the performance of clubs and the establishment of new clubs. The CSFs are:
1. Competent Communicator Awards (% district members)
2. Advanced Communicator Award Percent (% district members)
3. Net Membership Growth
4. Net Club Growth
When the required growth for all four of the critical success factors is achieved, the District is recognized as a Distinguished District. When the District ranks among the top 12 districts in the world (based on a point system weighting club performance among other factors), the district is recognized as:
Presidents Distinguished District (#1 through #6) or
Select Distinguished District (#7 through #12).NOTE: Before 1979 Districts were either Distinguished or President's Distinguished. In 1979 districts with a rank of from 7-12 were first designated Select Distinguished. Due to different criteria for determining of President's Distinguished prior to 1979, it was possible for districts ranked lower than 6 to become President's Distinguished.
Begining with the 2012-2013 Toastmasters' year the Distinguished District Program was changed to more closely resemble the Distinguished Club Program. The critical success factors have been changed to give specific goals for being Distinguished, Select Distinguished, and President's Distinguished. This means that there is no longer a limit on the number of Select and President's Distinguished Districts.
District 78 was formed in 2003-04 when Districts 17, 20, and 41 were combined.
District 99 was formed in 2016-17 when District 42 split into District 42 and District 99.
Districts 22 and 26 joined Region 4 in the 2018-19 Region realignment.
District 106 was formed in 2018-19 when District 6 split into District 6 and District 106.
